Kinda late here. I honestly like Tiger more, but I think Garurumon would win this. In early DA episode, Garurumon was able to tank Seadramon's ice attack without much of a problem, and I don't think Tiger can do any better. Tiger is likely much faster, but I don't think he has what it takes to take down Garurumon, even with his lightning attack.
